Background of the Study

Water resource management is a critical issue in many regions of Nigeria, where access to clean and safe water remains a significant challenge. In Minna Local Government, Niger State, water scarcity, pollution, and poor infrastructure continue to affect access to potable water. The Nigerian government, in collaboration with local authorities, has introduced several water resource management policies to address these issues, such as the National Water Policy, the Integrated Water Resources Management (IWRM) framework, and various state-level initiatives aimed at improving water access, sanitation, and management (Mohammed & Sani, 2024). These policies aim to ensure sustainable water use, improve access to clean water for residents, and reduce water-related diseases (Aminu & Alhaji, 2023). However, challenges such as inadequate infrastructure, financial constraints, and poor policy enforcement persist, limiting the success of these policies in Minna. This study evaluates the effectiveness of water resource management policies in Minna Local Government, exploring their impact on water accessibility and the quality of life for local residents.

1.2 Statement of the Problem

While water resource management policies have been introduced in Minna, issues such as water scarcity, poor distribution systems, and limited community engagement continue to hinder the success of these policies (Zubairu & Idris, 2023). Despite government efforts, many residents still face challenges in accessing clean and affordable water. This study seeks to assess the effectiveness of these water resource management policies in Minna, identifying the barriers to implementation and evaluating the overall impact on water accessibility and quality of life.

1.3 Objectives of the Study

  1. To assess the effectiveness of water resource management policies in improving access to potable water in Minna Local Government.

  2. To identify the challenges faced in the implementation of water resource management policies in Minna.

  3. To propose recommendations for improving water resource management policies in Minna Local Government.

1.4 Research Questions

  1. How effective have water resource management policies been in improving access to potable water in Minna Local Government?

  2. What challenges hinder the successful implementation of water resource management policies in Minna?

  3. How can water resource management policies be improved to enhance water accessibility in Minna Local Government?

1.5 Research Hypotheses

  1. Water resource management policies have had a positive impact on improving access to potable water in Minna Local Government.

  2. Inadequate infrastructure, lack of community engagement, and limited funding have hindered the effective implementation of water resource management policies in Minna.

  3. Improving infrastructure, policy enforcement, and public awareness will enhance the effectiveness of water resource management policies in Minna Local Government.

1.6 Significance of the Study

This study will contribute to understanding the effectiveness of water resource management policies in improving access to potable water in Minna Local Government. It will offer valuable recommendations for policymakers, water agencies, and local government authorities on how to improve the implementation and impact of water resource management policies.

1.7 Scope and Limitations of the Study

The study focuses on water resource management policies in Minna Local Government, Niger State. Data will be gathered from local government officials, water agency representatives, and community members. The study may not be generalizable to other regions with different water management challenges or policy contexts.

1.8 Operational Definition of Terms

  • Water Resource Management Policies: Government strategies aimed at the sustainable management, distribution, and use of water resources.

  • Potable Water: Water that is safe and clean for drinking and other domestic uses.

  • Integrated Water Resources Management (IWRM): A process that promotes the coordinated development and management of water, land, and related resources to maximize the welfare of people in an equitable manner.
